"Microsoft phone link" is after installed application of link to windows pc for your phone, You can remote control to your phone from your pc, its a functional system.
You will can call to phone, send a SMS, deleted your photo images, receive a system message, on your windows pc.
Regarding the necessity of functions, I am writing this based on my own personal judgment and bias XD.
If you don't need "Call to phone on PC", "Receive a system(notification) message", "no problem even if your PC and phone do not work together", and you never need "PC phone link". OK, let's uninstall it quickly.
"Microsoft phone link" is It runs in the background as a service. I think It can ignore or don't use that much PC processing power. Still, it will put some strain on PC.
